From Wednesday, 9 to Friday, 11 July 2025, AmCham EU participated in the Ukraine Recovery Conference in Rome, engaging in discussions on reconstruction, economic recovery and Ukraine’s path toward EU integration. During meetings with Ukrainian, EU and US stakeholders, the delegation addressed the role of private sector investment and the need for transatlantic cooperation to support Ukraine’s long-term recovery. 

The delegation began with a dinner hosted by AmCham EU with representatives from the US Department of State. We discussed the critical role of US business and heard about the US Government’s approach to Ukraine’s recovery in conversation with Christopher Bergaust, Acting Coordinator, Assistance to Europe, Eurasia and Central Asia, US Department of State. 

Over the remaining two days, the delegation met with Davyd Aloian, Deputy Minister and Anna Gviozdar, Deputy Minister, Ministry of Strategic Industries of Ukraine, Cabinet of Ministers of Ukraine; Lisa Kaestner, Country Manager, Ukraine and Moldova, International Finance Corporation and Marcin Nowacki, Vice-President, Polish Union of Entrepreneurs and Employers, as well as representatives from the Swedish and Danish Ministries of Foreign Affairs. Delegates also had the chance to shake hands with Oleksandr Kamyshin, Strategic Affairs Adviser to President Zelensky 

Ahead of Poland’s hosting of the Conference next year, AmCham EU also engaged with Paweł Kowal, Chair, Council for Cooperation with Ukraine, Republic of Poland. 

On Friday, 12 July, Liam Benham (Boeing), Chair, AmCham EU joined a panel hosted by AmCham Ukraine on military mobility and defence cooperation, alongside Andrius Kubilius, Commissioner for Defence and Space, European Commission and other military leaders from Ukraine and the US. 

Ukraine’s recovery is one of Europe’s most urgent and strategic challenges. The €50 billion Ukraine Facility offers a critical tool to drive recovery and convergence with EU norms if supported by strong governance, fair access for international partners, effective de-risking tools and a clear path to EU integration. Embedding these priorities into a long-term investment strategy will help build a resilient and competitive Ukraine.

Ukraine’s EU accession process presents a strategic opportunity to drive growth, trade and investment across Europe. For transatlantic businesses, integration offers access to a resilient, resource-rich market and strengthened supply chains, with new opportunities in key sectors including digital, agri-food and energy. But realising this potential requires Ukraine to enhance institutional capacity, modernise infrastructure and align more closely with EU regulatory standards. In parallel, the EU must prepare for enlargement while supporting Ukraine’s recovery and trade integration. Inclusive public-private dialogue, regulatory support and rule of law reforms will be essential. With the right framework, Ukraine’s accession can deliver lasting prosperity for Ukraine, the EU and international business partners.

Today marks three years since the beginning of Russia’s full-scale invasion of Ukraine. The American Chamber of Commerce to the EU (AmCham EU) continues to condemn the war as a clear violation of international law and a threat to the fundamental values we stand for. American companies in Europe remain steadfast in their support for Ukraine’s sovereignty, peace and the country’s economic reconstruction and recovery. A recent survey of AmCham EU member companies confirmed their strong commitment to Ukraine’s future, with all respondents expecting their company to play a role in supporting Ukraine and its reconstruction. Long-term security and stability are critical pillars for private investment and the country’s future economic resilience.

How can American business in Europe accelerate Ukraine’s reconstruction? That was what AmCham EU discussed with Ambassador Davide La Cecilia, Italian Special Envoy for the Reconstruction of Ukraine on Friday, 31 January. Mr La Cecilia also gave insights on how Italy’s presidency of the G7 in 2024 helped in supporting Ukraine. Finally, the discussion turned to Italy’s priorities for the 2025 Ukraine Recovery Conference, to be held in Rome later this year. The meeting highlighted the crucial role transatlantic cooperation can play in supporting Ukraine and its people.  

1000 days on from Russia’s illegal invasion of Ukraine, AmChams in Europe remains steadfast in its support for the Ukrainian people. Since 24 February 2022, Ukraine has demonstrated remarkable resilience. Motivated by this resolve, governments on both sides of the Atlantic have been determined and united in supporting Ukraine and its people. Implementing the necessary reforms will bring Ukraine closer to EU accession and help the country foster a robust business environment, essential for sustainable economic growth and post-war reconstruction.

Doing so helps maintain a sense of normalcy, demonstrating solidarity and hope for a brighter future.
