What are the elements that need to be in place to ensure an EU Gigabit Society? Does the proposal for a new electronic communications code achieve the right balance between promoting investment on the one hand whilst maintaining competition on the other? In an innovating and changing ecosystem, what is the appropriate scope and level of regulation to achieve this delicate balance? |
